Advances are studied in a town’s collegium, paid for from that town’s stores, and known in that town alone. A collegium studies one at a time, and the advances it masters decide which troops its Castra can drill.

Cheap next to the buildings, but every town pays it again, and a collegium busy with one advance cannot start another.
Opening
A town cannot found its collegium until its Curia reaches level 3. Most towns get there early: it is the door to recruiting.
One at a time
The cost is paid from the town’s stores when the study begins, and the next can start the moment it is done.
Town by town
An advance unlocks what it unlocks in that town alone. Want legionaries in three towns? Three collegia study Discipline.
Conquest
A rival town you capture keeps what its engineers knew. Neutral towns have never had a collegium, so they come with nothing.
On the town map, the collegium’s label counts what it knows: Collegium 1/6 is a town with one advance studied and five to go.
